Generally, the successful candidate will be supporting effort to provide advisory and assistance services, as well as training and mentoring, to the Department of Veterans Affairs (VA) for the improvement and operation of the Information Technology Portfolio Management (ITPM) process.

The general scope of this effort includes the following: * Assist in the development, improvement and operation of the select and control phases of the ITPM process in support of the IT Governance Boards and Strategic Management Council. * Assist in the development and submission to the Office of Management and Budget of IT budget exhibits (i.e., E-300 and E-53) and supporting ITPM process documentation. * Review and improve ITPM process policy, procedures, guidance, roles and responsibilities. * Support the integration of ITPM process with VA planning, budgeting and acquisition processes. * Support the integration of ITPM process with the enterprise architecture, cyber security and IT workforce assessment and improvement initiatives, as appropriate.

Specifically, the successful candidate will provide services directly to Operations Manager that are consistent with the scope described above. It is highly desirable that the candidate possess experience with the following: · Overall Project management practice · Process analysis and improvement · Developing Project Management Plans including WBS, Schedule and Resource Estimates · Conducting gap analyses / assessments · Drafting policy and guidance documents · Mentoring clients in sound Project Management practices · Business case development (OMB Exhibit 300) · Capital Planning & Investment Control (CPIC) process · Federal budget process · Portfolio Management practice · Overall life cycle of IT programs The candidate should possess working knowledge of: · Baseline change requests · Primavera TeamPlay or MS Project experience a plus · ProSight
